Toggling a single event flag isn't sufficient to satisfy the start conditions of the final quest. You need to have sufficient game progress. 

            - Condition: work_condition - 5 - "SYS_WORK_DLC_PHASE", "80000"
            - Condition: work_condition - 5 - "SYS_WORK_QUEST_119", "255"
            - Condition: work_condition - 5 - "SYS_WORK_QUEST_120", "255"
            - Condition: have_item_whole_condition - 5 - "ITEMID_PACHIPACHIKYANDII", "1"
            - Condition: flag_condition - 2 - "flag_Ev_sub_203_000"

You should probably just play the game or generate a zeraora instead of breaking your save data.
