HeartGold Save PKHex: unable to match encounter conditions to a possible rng frame

Hi, so I was using pxhex to move some pokemon between save files when I noticed that my Crobat was marked as illegal, when I checked I got the above message. I caught her in the wild at the start of my playthrough and I don't recall editing her stats or nature, which is usually what sets off the legality checker. I started playing on emulator before moving to nds bootstrap on my modded 3ds. I was wondering if it was maybe caused by a hiccup with the emulator or emulator inaccuracy? She seems ok in every other aspect, PID matches her IVs and nature, valid met location and level, etc. Anyways is there way to fix this?

Look at its IVs. Seems pretty sus.

Anyway; Route 32 Zubat is encounter slot 9 and 11.

With Synchronize, there's only 1 opportunity to get those IVs, and it's not slot 9 or 11.

I can't find anything to prove it was legitimately encountered, like PKHeX, therefore it's likely not legal.

Thanks for getting back to me so quickly, guess I was wrong on her not being edited. I started the save a year ago and to be honest I don't remember much from the start of my playthrough. Guess my only question now is how would I edit her to make her legal? should I just generate a new PID and set of IVs using RNG Reporter?

Edit: went ahead and generated new stats & pid and she shows up as legal now, thank you for your assistance (also thanks for including a screenshot, otherwise I wouldn't of know that hgss uses a different method of creating pkmn than the other gen 4 games)
