The file you uploaded is a ROM.
The Pokémon Emerald ROM is 16 MB (16,777,216 bytes).
The save file is 128 KB (131,072 bytes).
It must be in .SAV format.

It's the GBABF won't write to cart

Few things you can try

1. you may have to select the type of flash as opposed to Auto (the same type as detected by "detect flash" in earlier steps).

2. The issue could also be related to R4/NDS cart; this user resolved their issue this way:

Is there a way to extract and inject save file after editing them in pkhex that does not require an NDS when it comes to repro cartridges? I got a whole collection delivered, reshelled my 20 year old gba, and now i find out I cannot edit the saves and it's driving me crazy.

So I've read your other thread, you used this thing called "GBFlash"

Is it unable to reflash roms? I've read on GBFlash, and looks like it was created with FlashGBX in mind (even your screenshot appears to show that)

It looks like you can choose the type of cart, and choose to write ROM, those does not work?
