Classic: Celebi Tour Celebi marks as illegal in Game Boy Emulator

Hi, I'm having issues with the legality of this Celebi on Pkhex. It's supposed to be a legal Celebi for the classic Game Boy Color consoles, but it's flagging me as illegal. Can someone help me please.
