.net desktop runtime installer blocked by admin restrictions

hey I have tried to run the .net desktop runtime installer that pkhex directed me to but it's blocked with admin password and I don't want to make any permanent changes to my computer what should i do??

It's not my parents it's my school, and I'd like to but there's no way they'd allow that

I downloaded SDK instead of dotnet desktop runtime cuz it doesnt require an installer and it still doesnt work am I supposed to have downloaded desktop runtime or is it supposed to work and somethings wrong??

You are supposed to download and install the desktop runtime, like the program requests.
