Help with making Bellossom and other version exclusives/trade-only pokemon legal

I am playing through a ROM of Fire Red and want to complete the pokedex, so I am adding in the pokemon mentioned in the title. I am currently working on Bellossom, but I am getting an error. How do I fix this?
