Trying to enable National Dex at the start of ORAS

I tried using the Universal Randomizer to enable the National Dex, and it did, but no Pokemon from other regions will show up in the Dex Nav. So I think there's some other flag I have to activate but idk what it is or really how to do it.

Try setting flag 2738 in the Research tab.
