[PKHex] In third generation there were a lot more possibilities to change event flags, in fourth it is not anymore; how can I change that?

you can see my question above. I give two examples of what I mean:

1. In III you could activate a "despawn HP Up on Route 2", in IV it does not exist anymore.
2. In III you could activate "Received Pokedex" (and so on), in IV I can't.

How does these mechanics work now?

Ensure you're looking at the same game. Emerald has those flags, but less-researched/documented games do not have an extensive list of the event flags.
