What is the point of Poke Portal News?

What is the point of Poke Portal News? I thought it was to get the 7 star raids working but the raids always shows up as the base raid. pkhex has the raid with the "Content" of "Might7" under the "Raids" button which I think is a 7 star but when I load the game, it shows up as the raid with the "Content" as whatever value is used for the base raid. I was using the Poke Portal News for Mewtwo. Is something missing in the tutorials?

You can import the data into your save and perform those raids. will require the clock to tick over to load the newly loaded set of raids. Don’t go online else it will load the current set of raids on the server.

Tick over as in the next day? Does going back in time and then forward work?
