I Downlaoded this v22 of pk for sword sav edit, but idk how to open pkhex?

so after downloading many different versions of pkhex in v22 format, i found this one but problem is this version does not have a exe file like the v19 i have that only runs files till (Lets go). I have checked every single folder and found no running file. If any of you have used pkhex like this then please do help me out on how to use it or at the very least how to open it so i can edit my sword file.
