Fly/Surf Pikachu Moves

Hello, I am very new to the whole PkHeX thing. I dragged the file 0163 ORAS - オンライン Fly and Surf Pikachu (JPN) into PkHex, but when I look at its moveset, it just lists Thunder Shock, Growl, Thunder Wave, and Double Team.

 

I know I could just edit the moves in, but the discrepancy just confuses me. I thought these were 1:1 copies of the mons in question. Why does this not come with Fly/Surf? Could other mons potentially have wrong movesets? Or am I just getting something wrong altogether?

If you import into a game which has transfer moveset restrictions (like x->HOME->S/V), then HOME->S/V will leave the original moves behind and reset them to S/V's current moveset.

Special moves from previous games are no longer a thing for games after SW/SH.

Thanks! PKHeX defaults to Scarlet as the blank save. Changing it to X retains its moves when I drag it in.
