Can PKHEX determin SID without a shiny on the file?

Hey! I'm a new player on the forum, currently looking into RNG on Emerald, as my hunt for a shiny Rayquaza has been a long time coming. I'm planning on using a GB operator to get event items to shiny hunt other legends/mythicals on emerald, using PKHEX to likely inject them in (if that's the correct term ^^')! However, while I wait, I was hoping to find my shiny frame via RNG. I do not have a shiny on the current file, and it seems most ways to find the SID needed for the shiny frame require a shiny. If I were to dump my cartridge onto PKHEX once I get my GB Operator, would PKHEX be able to tell me what my SID is?
