How does Activating Legendaries in Trainer Editor SV work?

I'm playing through the game and I decided I wanted to activate the legendries available from Blueberry Academy, such as Entei. However, when i select "Activate Legendaries" under the Trainer Data Editor, nothing seems to change. I added the Entei treat to my key items, and even gave myself the accomplishment of 10 BBQs (Solo). Despite all of these steps, Entei, nor any other Legendary, is in the overworld map. 

Does the Activate Legendaries only work for the stakes Pokemon or am I missing a step here?

Please note i did touch ground on Blueberry Academy, but did not complete Teal Mask, Blueberry, or Base Game in this playthrough. 
Let me know if I misunderstood what Activate Legendaries does!

You need to unlock Snacksworth as well, so sufficient game progress is required.
