Binary is not compatible with save file.

I have a save file from a broken leaf green cartridge that cannot load and I am given this error. What does it mean? I have tried a save file from a functioning leaf green cartridge and it loads with no problem. Both extracted using a GBA cart reader/dumper thing from InsideGadgets. I have included a screenshot of the error and two save files. The "(Rev 1)" is from the broke cart and cannot be read on PKHeX and the other file is from a functioning cart. What does this binary error mean?

 

Edit: I just came to the realization that (Rev 1) is revision 1 and the other is not. I don't know if that makes any difference though.

The save from your broken cart is empty, there is nothing in it.
