How do i fix this glitch in emerald

The tm man got glitched in emerald  other time based events do work though after i put my save from my  flash cart onto a real cart there is no way to edit this value in pkhex it seems to reset it .

In the research tab of the Event Flag Editor check the value of constant 194. This stores the day on which you have received the last TM from him.

The value must be less than the number of elapsed days, which you can see in the Clock (RTC) editor.

So if my number of elapsed days is 100 the constant should have a value of 93 or less to correctly trigger the TM guy.
