TM Moves Coming Back Illegal

Whenever I make a Pokemon in Violet, like a random Toedscruel I made, the TM moves turn it from legal to illegal. Any idea of what is going on?

I even attached the PK9 file for it.

Relearn Flags.

Certain game formats allow Pokémon to remember which TMs they were instructed, so that they may easily relearn it at any time. You need to set the flag.
