Creating Gen7 Pokemon

Hi, I'm new here. I've downloaded the newest PKHeX 22.09.13. After googling, I found out that the tool can create up to Gen8 pokemon but I cannot find Gen7-Gen8 pokemon from the species list, such as Zeraora, and no hold item tab too. Am I missing something here? Thank you

Zeraora does not exist in Legends: Arceus.

Load a save file for the game you wish to create for, or change the program settings.

I see. Thank you. I know it says Legends: Arceus but I thought I could still create Gen7 Pokemon like this post: 

How about the held item options?
