Exp. Share Rom Hack for GBA and NDS Games

Hey guys,

I was looking around for a rom hack that has exp share already built into the vanilla GBA and NDS games, but just couldn't find one.  Has something like this already been made?  If not, is there a rom editor that I can use to make it myself?  Thanks!

If you use the GBA decompilations you could use Luno's implementation for Gen 6 Exp Share in Emerald and FRLG.
