Can't legalize JPN PKMN Mew Gen1 Gen2 SAV

Nowadays I am playing and editing Japanese versions of Pokémon and it seems Event Mew aren't considered legal in Japanese SAV.

Depends on which Mew you're editing, and what save you're editing.

Not all retail cart events are properly recognized, due to how we usually get limited copies.
Also, VC Mew is not legal on retail saves, and vice versa.

How PKHeX recognizes which save you have depends on file name of the save.

Anyhow, you could to provide more detail than what you said.
Start by giving us your save that has the Mew in it.

Yes, Here is the OT and ID I want for Mew

ID: 00001-00020

 

Its the only compatible event for RG Japan Editions

 

Also the Mew  ID from 0000 to 65535 list of OT isn't recognized as Legal in Katakana

I tried to make a savefile for Pokemon Stadium Japanese versions for fun and also I think PkHEX

Surpringsily Mew PK1 Japanese files are legal in International SAV versions , but not in Japanese Saves

I think they need a little fix for Legal Mew OT and ID recognitions

tl;dr: Japanese Mew ID had a legality problem in their Japanese Save versions as here in Mexico said: "Candle in Street, Shadow in House"
