Can Legendary Pokemon obtained via hacked events be traded or transferred safely?

Hi, I'm new to here(and to this) so if this is in the wrong place I apologize,

I was hoping to do a complete playthrough of the Pokemon games from Gen 3(FR/LG and/or R/S/E) all the way up to US/UM. At first I considered doing so using the physical copies I own(I have all the DS games as well as FireRed and Emerald.), but I would also like to catch legendary Pokemon that would otherwise be unavailable due to being event specific or gifts from visiting select locations at the right time. As a kid I was never able to travel and due to getting my DS stolen and never replaced until I got a 3DS XL in 2013, I missed out on a lot of cool legendary Pokemon. And to be clear, I want to use my actual copies of the games, either on my 3DS or backed up as ROM's onto my PC and played via an emulator. The latter of which is preferred as my eyes hurt after a while of staring at my New 3DS XL's screens with 3D off(Not that that would work here anyway.), and still trying to figure out how to go about doing this for my GBA games. Plus I imagine editing files using PkHex would be easier on a ROM than it would be to mod or hack my New 3DS directly(Especially since it's updated to the latest firmware/software). That being said, I do want to then port down the legendaries I obtained back to my 3DS and store them in the Bank or Home for later use in Switch games should they be supported.

So what I want to know is if it's possible to hack these games, specifically ROM versions that I've backed up and am playing via an emulator(That's how it works right? I'm extremely new to this and still reading up on how.), to give myself the event items necessary to trigger the events for legendary Pokemon that would otherwise be unobtainable, catch them normally, and transfer them back down to my 3DS and put them in my Bank or Home without them getting flagged or me getting banned. I do not intend to use them in online play outside of with friends, and I absolutely do not intend to trade them away. These are strictly for me to use offline and to complete my PokeDex. I also do not intend to try and get shiny forms or special versions of normal Pokemon like Chatot or something, nor do I intend to give them moves, stats, etc. that they would not be able to get through normal gameplay. I just want the plain legendaries, caught through the event rather than generated. I had considered something like an Action Replay which allowed me to get the event items and this catch legendaries like Arceus, but I did that on my original copy of Diamond, and when I asked a friend to transfer them for me to X/Y, he said he couldn't because they'd get flagged and he could get banned, so he'd have to generate them completely. I'm not sure if the same issue would come up with PkHex.

Doesn’t matter the source. Doesn’t matter how it’s obtained. As long as it’s properly and fully legal, yes, they most likely can be traded/transferred.

The point of “legal”, is that the data cannot be distinguished from a copy that is redeemed legitimately. With that in mind, the game/server has no reason to stop you :3

But to try and sum it up, yeah I just wanted to know if I could mod a ROM dumped from any of my GBA/DS games to give me event items to catch legendaries like Arceus normally, and then transfer them back to my 3DS into Bank or Home, and have them be marked as legal so they don't get flagged or get me banned.

In the specific example of catching Arceus, no that’s illegal. My point is that the mons have to be legal.

So a Pokemon being legal means that it "cannot be distinguished from a legitimately obtained Pokemon." So basically, because Arceus cannot normally be caught, it will be illegal no matter what if I were to catch it like any other Pokemon. Is there a way to get an Arceus that would be classified as legal? And are there other legendaries that are like this as well?

Yes and no. Legal status basically revolves around the data the mon is meant to have, as tho properly obtained.

Explanation does require wall of text: Like current level not being below possible levels encountered/received levels. Bears correct met location. Bears correct Ball. Bears correct learnset. Bears correct original game (game it was caught/received in). Bears correct correlated PIDIV etc.

I don’t think I should list every way to get something legal. Do your research, check if there’s possible encounters for them, and check which games those are in. PKHeX has a great legality checker, so get your mons vetted by it. Any mons you cannot catch, just inject the wonder card into your save.
