1/512 encounter rate rom

I want to do a FireRed Shiny only run but I found one for 1/100 but I don't want it to be that easy does anyone have a firered patch with 1/512 shiny encounter rate?

Asking for ROMs are against our rules.

Anyhow, I *think* there's a program that can modify shiny rates. look for it online.

Oh sorry I didn't know that I couldn't ask about roms I will change the question for patch and how do i apply patches.

Well if it's an IPS patch, you can use a Lunar IPS program. It basically writes the changes (as dictated in the patch) into a copy of the file that should be change (which in this case, is a ROM).
