Invalid Save File loaded. Aborting (HeartGold Randomizer .sav)

I have been trying to load in a HeartGold randomizer save into PKHeX, and I have checked that it is 512 KB. However, when I load the save into there, I get the "Invalid Save File loaded. Aborting." message every time. When I open the save file in notepad I just see a blank file, yet it loads fine into the game itself (I am using twlmenu if that may help). I am basically just trying to give one of my mons (an HM slave I caught earlier in a Gloom) Flash so I can access a room in the Ruins of Alph, as it has a Moon Stone for evolving a Nidorina I want to evolve into a Nidoqueen for my run. I have TMs changed/randomized so there's no guarantee that I'll even be able to get flash before I start the Kanto half of the game. I have loaded up a Pokemon Black 2 randomizer save I also had into it, and it works fine, so it's not the fact it was randomized. Any help?

If it doesn't open in PKHeX or PokeGen, then you're not exporting your save file correctly.
