Besides certain mechanics that already can be edited cause they’re somewhat stored in the save (entree forest, max raids etc), PKHeX absolutely can’t edit wild encounters (those aren’t stored on the SAV). That functionality is to be performed by ROM editors, not a SAV editor. If you get a lot of legality issues, then my advice to you is “don’t hak” :3 Anyhow, this thread isn't "Creative discussion" material (read the description of this sub-forum), and what you want cannot be achieved with a save editor.
