need help just downloaded pokesav

i just downloaded pokesav for diamond version. i just want to know how i can create my own pokemon with thier own stats. can anyone help?

I can't even get the thing to work. Do you know what files are required for it to work on a windows 2000? whenever i click on it it says "what program do you want to open this file with?"
