Per the FAQ, make sure the save data is in 128KB flash format for Gen3 games.

Your save file is missing a valid Block 2 in one of the expected spots, so it cannot be read correctly.

Don't use Ultimate GBA VC Injector, use New Super Ultimate Injector. The former is outdated and doesn't support making VC injects with 128KB flash saves.
