Consider showing us the received location and game, the OT/TID, the moves.
(any maybe just upload the file.)

In any case, that error typically pops up when:
1. The first move isn't learnable in the game it was caught in, or in any games during the 'transfer journey'
2. Could not be met in said game at the level you indicated.
