pkhex Shiny Rayquaza skytree event legality checker incorrect info?

So i wanted to gen a shiny rayquaza skytree event in pkhex. I used the data provided on the website http://www.serebii.net/events/dex/384.shtml   

To my surprise it kept failing the legality checker in pkhex. So i looked for the rayquaza data in the pkhex mystery gift database. Turned out the issue was that according to serebii, the met location is a pokemon center. However, in the mystery gift database, the rayquaza had its met location as a lovely place.
