That program is woefully underwhelming. I wrote a guide last week to completely editing the Safari Zone data. This includes morning/day/night encounters for walking, surfing and fishing, as well as Object Arrangement encounters for all of the above. You have to use a hex editor, but I link to a free editor with the options you need. It's actually a super simple edit.
