You can get it, but I don't think he will activate the Registeel, Regice, and Regirock events until you get the National Dex. But I could be wrong. It's just that most events caused by special pokemon or wi-fi event items like Member Card and Oak's Letter need for you to unlock the NationalDex first.

If no one else trades with you let me know. I'll trade you one but can't until next Monday. I'm out of town and Nintendo Wi-Fi isn't working well with the local connection.
