Turns out the max item QR codes that have been trickling in are just custom Wonder Cards, and are super easy to make and inject. Here's how to make go:

• Step 1: Download the Wonder Card Generator from http://projectpokemon.org/forums/showthread.php?42746-WC6-Editor-(6th-Gen-Wondercard-Viewer)-(ORAS-support-added-12-11-2014)
  
• Step 2: Create mystery gift item, set quantity, etc.
  
• Step 3: Save the file.
  
• Step 4: Upload the file here, scan the QR code using the established method.
  
• Step 5: Collect your sweet hacked items!
  

Won't be supported in PKHeX as it does not edit wondercards. If you wish to edit your items directly, use RAM2sav.
