It keeps giving me a Communication Error

I try to load PCOut for the whole PCEdit thing, and it keeps giving me a communication error. I can go on Project Pokemon's website, but it won't connest to the URL used in PCOut. any suggestions? PS Im running firmware 9.4

Did you try both the short URL (http://bit.ly/1yRUulB) and the long one (http://dukesrg.no-ip.org/3ds/rop/?LoadCode.dat&pcout.bin) ?

It works well for me so the server is not down (I'm on same firmware as you are).
