How to create a Cosplay Pikachu...?

The only piece of info on Cosplay Pikachu and PKHeX I could find on The Google was a post back in November about "Cosplay Pikachu being implemented next version".

I assume it's somewhere in there now, since it's many versions past that, but I can't for the life of me figure out how to go about creating one. Any help would be much appreciated.
