Can a starter pokemon have 31 IV in every stat? Im not sure how does it work. i do know that it depends on the nature. But, why can some pokemon have perfect stats (31 in everything), while others can't (such as my bold latias with 17 att)?

IV's are just random it depends on your luck. As for if a starter pokemon can have 31 IV's, Yes and No. It depends on your TID and SID. If your TID/SID matches a 31 IV match, then it is possible. If it doesn't match, you can't get a 31 IV starter.
