Looking for good attack editor

I've recently started making a FR hack and looking for tool, I have most of the tools but I'm looking for an attack editor currently but what I NEED is one that can add in extra attacks

I'm gonna be putting in for starters scald and hammer arm

I just need links, i havent been able to figure out what editors are able to add in moves yet

Don't know if there actually is one that can add moves... However, you can extend the attack table

Then you can use an editor (forgot which one) and edit the new moves to what you want them to be.
