Follow Me Magmar PID Generation

I'm trying to use Pokegen to create a Pokemon exclusive Follow Me Magmar with 70 BP HP Ice, but the PID keeps getting marked as illegal on Pokecheck. I'm currently using Method 1 for PID Generation. Is that correct? Or how do I generate a valid PID?

Also just out of curiosity, is it even possible for Ray's Electabuzz to have such high IV's without hacking?

ray's electabuzz was hacked; dunno why people think that just because we know the method and how to RNG that it's possible to get every spread (it's not...there's a ton of restrictions)

the method is XD/C, not method 1

So is it possible to generate a legal PID through Pokegen or other means? I'm not seeing an XD/C option in the PID finder.

not through PokeGen

there's no legality check for PIDIVs for battling, and trying to beat the legality checking of Pokecheck is against that site's rules.
