How do I make AR codes of the event pokemon

How do I do this?

I get two files. I just want to get the event items, like Oak's Letter.

But what's the difference than doing it manually than just getting the code from a other site?

Since Oak's Letter is an event from a game from a generation and many years ago, I bet you could look up the Gen 4/Platinum/whatever thread in RAM editing and find a code that works that was made eons ago.

TLDR: Insert the WonderCard into a Mystery Gift editor. That's how you do it. In Gen 4 games, you can still use Pokesav for that purpose and use PokeGen for everything else.
