where can i find these pokemon

cant find a venonant that has the move tackle is there any around the safari zone or route next to fuschia city?also where are the abras

To catch a Venonat with Tackle it would have to be no higher than level 16, because at level 17 it would learn a new move and shift all attacks up one slot, removing Tackle completely.

Abra is available on routes 24 and 25.

okay so is it possible to catch it at level 16 anywhere or can you buy pokemon anywhere or is there a tm for tackle anywhere

it's impossible to catch a Venonat at any level below 24, but if you catch a male and female, then take them to the move deleter, and delete all but one move on each of them, and breed them at the 4 Island day care the egg should contain a lv 5 Venonat with tackle.

EDIT: No there's no tm for tackle.
