According to what Kyogre1 said on German Darkrai Topic, it may not be the case everywhere.

The only thing i can be sure is that in Lille (France), it was possible to download it in French/German/English games. (Nov 18)

Lille is near Belgium. That may be the reason. There are 3 languages in Belgium: Deutch (English games), French and German.

Unfortunatly my friend doesn't have spanish and Italian games so I can't tell if the event was simply unlocked in all languages or specificly those 3 due to the place.
