Isn´t Wally Drew´s In-Game/Manga Counterpart?

I have come to think of this because they both share several things; They´re both from Hoenn, Both We´re very timid, both Have a Roselia and Flygon (both roselia´s share Magical leaf in their movepools) both Wally & Drew are major characters to the R/S/E sagas and their teams central pokemons seems to be green color focused, aditionally both also share very similar character design.

Now that i said all this and you already know the differences between both characters, what do you think? could he be Drew´s In-Game/Manga counterpart? or would Wally just be the inspiration for the making of Drew?
