If I were to write a program, put it on my sd card an load the card into my dumb-phone (i.e. not a smart-phone) would I be able to run said program?

Most likely, no. I don't think it would be supported on the phone... Nor do i think the phone would take a standard PC compilation either...you'd need special libraries and compilers...
