One of the legendary beasts that roams Johto. Legend has it, that the rain clouds it carries lets it fire thunderbolts at will.
In Pokémon HeartGold & SoulSilver, the Roaming Encounter is activated after the player witnesses the legendary beasts flee from the basement of the Burned Tower.
