This event was distributed to players at the New York Pokemon Center: Gotta catch 'em all! Station,
and the collection for various PCNY Pokemon ran across the period of November 22, 2001 to March 13, 2003.

The schedule of Pokemon changes weekly, and players was restricted to collecting one Pokemon per week per visit.

The dates for distribution was:
November 22 to 29, 2001
December 7 to 20, 2001
June 22 to 28, 2002
July 5 to 11, 2002
November 15 to 21, 2002

THIS POKEMON WILL NOT BE LEGAL WITH ANY VIRTUAL CONSOLE RELEASE
(AND BY EXTENSION, CANNOT BE TRANSFERRED TO GEN 7 AND ONWARDS).

You say it is not legal on VC. But Would be legal if I put it in my Pokemon Crystal save, put it in my cardtrige and trade it from gen to gen until Home, right?

There is no official methods to transfer retail carts into VC (which is a prerequisite of transferring this retail event mon into HOME).

Even if PKHeX doesn't flag you for its presence in other games, it is still illegal.

But, is this Pokemon not obtaiable in a regular Crystal cardtrige back in the day? If you get this Pokmon in a physical game's save you should be able to trade it until home if you have the consoles and games to do so. Am I missing something?

When I say retail cartridge, I meant physical cartridges that could be used with GB or GBC. 
 

This event was only distributed to the retail cartridges, not virtual consoles. And no, there’s is no official way to transfer up any retail cartridges for Gen I/II data up to HOME. Any videos you may have seen about uses non-official methods. Non-official methods would render the mons illegal.
