encoding of Jap OTname and nickname in 5g files

Hi, can someone tell me what format is the Jap OT name and nickname of a pkm file encoded in?
i know they are stored in 0x68-0x77 and 0x48-0x5D respectively..

But i can't seem to decode the values.

Can someone provide me with an algorithm? preferbly in python.
