<p><p><p><p><p>I don't know. A regular Pokemon becoming legendary isn't something that's conventional... and stats like that = broken. And plus, I don't know how people would feel if their Vaporeon all of a sudden lost some HP when it evolved (no Pokemon but Shedinja can do that upon evolution) nor would Jolteon like its speed going down...</p></p></p></p></p>
