Meh not really, but it might as well be because it's just incredibly rare on the other versions. I've been meeting Audinos a lot only after the National Dex for example, which was weird.

They are for the beginning of the game. You won't encounter the other in Pinwheel Forest or anywhere until you get the National Dex.

Well this explains the uninspiring Pokemon designs... Makes me wonder what the scrapped Pokemon were...

You... actually... specifically EV trained in-game Pokemon? Or did you use some outside influence such as Action Replay / Pokesav / Pokegen? Truth be told, once I learned about EVs, I used to do that in-game in my Sapphire version; I would specifically avoid certain Pokemon and fight specific Pokemon and keep track of the EVs I've gained. But you see, that was my obsessive self... I wish I never knew what EVs and IVs and natures were. Now I play the game just like I did when I was little... beat whatever Pokemon in SPITE of what EVs they yield and whatnot; I just want to have fun, just like how it was back then. Ignorance is bliss after all ~
