If you set everything up properly, you'd be able to use RAM2Sav. If also set up a CFW (or Gateway), you'd also be able to use SaveDataFiler to make edits easier.

you can decrypt Powersave files and open with PKHex, but you can't write it back into the cartridge.

They don't and will not. We had exploited their services to allow Powersaves to work with PKHeX for like two days and then they immediately blocked us from doing so.

If you are saying that PKHeX likely is going to work with 9.5.0-23 will it work for 9.7?

It appears to just be some changed offsets, which we can fix, so continue to avoid upgrading.
