I have created a japanese Mew from Emerald but am having trouble figuring out why it shows up Legal when I upload the pkm file to pokecheck, but when I use PokeGTS to transfer it to my game, I can not then upload it to pokecheck through the GTS to verify. It is giving me the error 13267.
Is this an issue with PokeGTS being used to pull it to my cart or am I doing something wrong somewhere else?
I have attached the pkm file to see if any errors can be found by someone more experienced than myself. This is the first pkm file I have ever tried to create and upload. Mew has been my favorite since Gen 1 and would like nothing more than to have one appear is legit as possible in my game.
Any advise would be greatly appreciated!

EDIT: I have used ir-GTS as well, same issue. Shows legit up until trying to upload to GTS from Cartridge and it does not pass the security checks. Any help would be amazing.
