Here is some advice:

You should teach your Pokémon moves that will benefit its Type, Nature, Ability and Ev Stats.

For example: My Kyogre is a Special Attack, so I have to teach him moves that are Special Attacks and not Physical Attacks. I have Thunder because it will benefit its Ability. When Drizzle is activated, Thunder will never miss. Thunder also hits any Pokémon that uses Fly or Bounce. I have Rest so I can fully restore my Hp and with the move Sleep Talk, I can use a random move while its asleep and I will have a 50% chance of using Thunder or Water Spout. I have Water Spout so I can deal extreme damage when its Hp is full and thanks to Rest and Sleep Talk, Water Spout will still do extreme damage while its asleep. Drizzle also increases the power of Water Type moves and decreases the power of Fire Type moves. Thanks to its Ev Set which is 252 Sp.Atk/252 Speed/6 Hp, it will allow itself to out speed and out power any Pokémon and a Timid Nature is great to have for Kyogre.
