Will this keep the Deoxys legal?

I added the Deoxys from the Gamestop event to Diamond. I can't get him to obey, presumably because my trainer isn't "high leveled" enough. Is there any way to change this in pokesav? Or do I need to complete more gym battles? Thanks.
