Ok, let me ask differently. Would a pokemon from the encounter database be tagged as illegal if it has the same PID and encryption constant as someone else's because a lot of people use the template as a base to generate new pokemon?

Hello, I'm relatively new to this. Is it safe if I use a pkmn from the encounter database, change ivs / evs, trainer and everything and then click on reroll PID and reroll encryption constant for legality issues?
